The petition

«Protection and Accountability: Against Sexualized Violence as a Weapon of War»

Sexual violence is a targeted weapon of war.
A grave war crime.
A clear violation of international humanitarian law.
We demand: no relativization, no double standards.
Switzerland must fulfill its responsibility as the depositary state of the Geneva Conventions.

We demand binding measures from the Swiss Federal Council:

1. Transparency, accountability & implementation of Resolution 1325

​​UN Security Council Resolution 1325 “Women, Peace and Security” calls on all member states to ensure the equal participation of women in peace and security processes and to provide special protection for women and girls in conflict situations – including from sexualized violence.

 

We demand that the Federal Council:

 

  • presents a clear implementation report on UN Resolution 1325 – with measurable goals, progress and responsibilities;

 

  •  ensures the integration of the WPS pillars into Swiss foreign and security policy: prevention, protection, participation, reconstruction.

 

  • annually discloses how Switzerland is fulfilling specific obligations under this resolution, including results in the area of ​​sexual violence as a weapon of war.

2. Consistently hold perpetrators accountable
 

The Federal Council commits itself to:

 

   providing additional financial resources for investigations into sexualized violence during war at the International Criminal Court

 

  • specifically funding investigators, forensic experts and documentation projects

 

  • explicitly including sexualized violence as a weapon of war as a ground for sanctions in national sanctions regimes.

 

  • consistently freezing the assets of identified responsible parties in Switzerland, insofar as legally possible.

 

  • examining the application of the principle of universal jurisdiction when suspects are located on Swiss territory.

 

3. Binding support for those affected
 

Designated financial resources for medical, psychological and legal support in conflict regions

 

  • Long-term trauma care instead of exclusively acute emergency care

 

  •     Protection programs for particularly vulnerable women and girls

 

  •     The Federal Council ensures:

 

  •            that sexualized violence – including as a weapon of war – is explicitly recognized as gender-specific persecution in asylum proceedings

 

  •         that refugee women who have suffered sexualized violence in their country of origin or during their flight are granted access to a fair, trauma-sensitive asylum procedure
     

4. Consistent diplomatic stance without double standards
 

  • Public and unequivocal condemnation of sexualized violence in war –

  • Consistent voting behavior in international bodies in favor of prosecuting such crimes.

Who is allowed to sign the petition?
 

  • All persons

  • regardless of nationality

  •  regardless of age

  •  regardless of voting rights

  •  including persons without residence in Switzerland


When will the petition be submitted?

​​​​​We will start collecting signatures on March 7th – March 8th is International Women's Day.

After June 14th, the Swiss Women's Strike Day, we will hand over the petition to the Federal Council in Bern. Our goal is to win over as many people as possible to our cause. The more of us, the better.
